Oxfam is proud to work with the Cooperation Committee for Cambodia (CCC).

CCC works in partnership with its members on issues of good governance. It has 183 non-governmental organisations as members who work in diverse areas in Cambodia. 

CCC promotes civic space and aims to make an environment where civil society organisations (CSOs) can work effectively in Cambodia. It works with national networks and think tanks - a body of experts providing advice on specific political or economic problems. Its work focuses on digital advocacy and policy reforms that include the government, CSOs, academics and the private sector.

 

Through their partnership with Oxfam under the ReCIPE project, the CCC:

  • Raises awareness amongst their partners on digital rights. Focus areas include: digital security, data protection and privacy, digital civic participation, as well as access and use of digital tools.
  • Delivers trainings and workshops alongside member organisations.
  • Analyses laws relating to online crime to promote freedom of expression online.
  • Participates in policy discussions on digital rights.
  • Monitors and responds to laws and policies developed that relate to the online space.

This project is important in Cambodia as there is a lack of digital and online skills. According to the Cambodia Digital Government Policy 2022-2035, while over 67% of the country’s total population has access to the internet, ~30% of the population has basic digital skills.

The COVID-19 pandemic increased the capacity of the government in the digital space. Online communication has become the norm. However, there are people who can’t access the internet, so there is a risk they may be left behind.

CCC aims to enable access to online platforms, support organisations to advocate for digital policies that empower people, and promote links between organisations.
